In 1811 slang what is a sheepskin fiddler? Also known as a tormentor of sheepskin.

A sheepskin fiddler is a drummer.   One who beats on a Calf-Skin Fiddle. The  1811 vulgar dictionary has the following entry for Calf-Skin Fiddle: A drum.
